At the start of the pandemic, we thought state funds could be crushed. Then, as time progressed and we understood what the pandemic would do for gross sales taxes, that the federal authorities could be shoveling newly minted cash to the states, and so on., and it grew to become clear that many states wouldn’t wrestle financially. And, certainly, some states are mulling the opportunity of chopping taxes to provide again the additional cash they’ve (and the issue that some federal assist appeared to preclude chopping taxes). I used to be reminded of this age previous downside with what to do with authorities “surpluses” just lately as I used to be studying the April 25, 1891 version of Punch journal, as one does, and noticed this superb poem, and, accompanying graphic:
